作者介绍
周大地，国家发展改革委能源研究所研究员，原所长。能源发展战略、能源政策研究专家，多次参加国家能源规划、节能规划、气候变化对策和相关政策法规的制定和咨询工作。多次担任世界银行、亚洲开发银行、联合国环境署、联合国开发计划署等国际机构顾问和咨询专家。是联合国政府问气候变化专门委员会（IPCC）第二次、第三次科学评估报告撰稿人，第四次和第五次科学评估报告召集撰稿人。
